(graph 300x200 pixels, x from -6 to 5, y from -10 to 10, y = 3x/5 -12/5).

y = 3/5x - 12/5
Stuff: graph paper, pencil, ruler, 2 points of (x,y)
make x=0 then y=-12/5 (0,-2 2/5)
make y=0 then 3/5x-12/5=0...3/5x=12/5...x=12/5*5/3=60/15=4...(4,0)
put those points on the graph paper and draw a straight line.
It should look like this.
