The graph is below but there are two things missing:
1. The line should be dotted, for it is an inequality.
2. There is no shading put in. The way to deal with that is to pick the origin, where x and y are both zero. 0<4, so the part of the graph that contains the origin should be shaded, Everything below the line should be shaded.
