|n+9| <= 4 means n+9 >= -4 and n+9 <= 4

Solve n+9 >= -4 for n to get n >= -13

solve n+9 <= 4 for n to get n <= -5

We can condense that into -13 <= n <= -5

Note: ">=" means "greater than or equal to" and "<=" means "less than or equal to"
