The center is (4,-3), so (9,-3) is 5 units along the x-axis from the center to the right 5 units, the radius.
(4,2) is 5 units vertically above the center. The radius of 5 is vertical. We have moved from (4,-3) 5 units upward to (4,2).
Visualize the circle like a clock. The first point is at 3 o'clock, directly along the x-axis to the right.
The second point is at noon, directly above the center of the circle. Only the y-value has changed.
The distance from noon to 3 o'clock is 90 degrees, or a quarter of a circle.
