Dashed because the inequality does not contain an equal.
Find the next point using the slope.
Slope is change in y over change in x.
So for a 1 unit change in y, you change 3 units in x.
Starting at the y-intercept,
(0,-2)+(3,1)=(3,-1)
(3,-1) is another point on the line.
Plot it and join the two points with your dashed line.
Then choose a point not on the line, like (0,0) and test the inequality.
If the inequality is true, shade the region containing the test point.
If it's false, shade the other region.
