Solve the given equation for y in terms of x, and identify the slope, which will be the coefficient on x.

Slope is 5.

Generally slope intercept form equation for a line is y=mx+b, and for a line parallel to a given line, the slope of the two lines are equal. YOUR line therefore will also have m=5, slope of 5.

You do not yet know the y-intercept, but you can solve for it as a formula from slope-intercept form of equation.

Find the value of b using the needed slope m=5, and the coordinate values (x,y) which are given in the point (-1,-3).

Plug the values for b and m into the slope-intercept equation form and you will have the equation parallel to your given equation and passing through the given point.
