L has y-intercept (0,-3)and is parallel to the line with equation y=2/3x+1.
Parallel lines have equal slopes. The slope-intercept form of a line is: , where m=slope and (0,b)=y-intercept.
The slope of is m=2/3. Therefore, your line also has a slope of m=2/3.
So m=2/3 and (0,b)=(0,-3), plug them into the slope-intercept form of the line and you have:
