points (0,-3) & (-3,-6) define a line as follows:
the slope(m)=(-6+3)/(-5-0)=3/-5 or -3/5
now we substitute one set of points & the -3/5 slope value & solve for the y intercept(b)
-3=-3/5*0+b
-3=b this is the y intercept.
thus the line formula is: y=-3x/5-3 (red line)

4=(2/3)*1+b
4=2/3+b
b=4-2/3
b=3 1/3 or 10/3. for the y intercept.
y=2x/3+10/3 (green line)
