Unfortunately you have it all wrong. Make sure you fully and correctly understand how to graph linear equations.

(0,-4) is not on the graph of y = 4x+3; (0,3) is (think, if x = 0, y = 3). The slope of the line is -4, which means that, for every unit in the +x direction, you move down 4 units. So (1,-8) is on the graph.
