1) we want a parabola that opens downward, this means that a must be negative
that is in the equation y = ax^2 +bx + c, the a constant is negative (a < 0)
2) Solve the equation y = ax^2 +bx +c for x by setting ax^2 +bx +c = 0 and using the quadratic formula to solve, x = (-b + or - square root of b^2 -4ac) / 2a
3) V is a point on the parabola with x = -3 and y =7, therefore
7 = a(-3)^2 +b(-3) +c
7 = 9a -3b +c
