you graph it as if it were an equality (x=-2) ... this is a vertical line going through -2 on the x-axis
since x is not equal to -2 (always less than), the line is dashed rather than solid
to see which side of the line is the solution, choose a point and see if it satisfies the inequality
in this case, choosing the origin (0,0), we see that x>-2, so the other side of the line is the solution, and should be shaded
