You always start by graphing the EQUALITY because that is
the boudary of the INEQUALITY.
So you graph y=3

Then you do the following:
1st: pick a test point, like (0,0)
2nd: substitute that information into the INEQUALITY: 0>3
3rd: determine whether the result is trur or false: it is false
4th: if it is false the half-plane on the OTHER side of the boundary
from the test point is the solution area for the inequality.
if it is true the half-plane that contains the test point is the
solution area for the inequality.
5th: darken the appropriate half-plane.
