Neither.  In order to be perpendicular, one slope must be the 
reciprocal of the other WITH THE OPPOSITE SIGN!!!

If the slopes had been 3 and -1/3, or -3 and 1/3 they would have been
perpendicular.  But these are neither because one slope is just the 
reciprocal of the other, the sign is not changed.

Answer: neither.
