since this is a "greater than" inequality with no "equal to", the boundry line is dashed as opposed to solid
to determine the correct half-plane, pick a point (I use the origin, if possible) on one side of the line and see if it satisfies the inequality ... if it does, then shade that side; if it doesn't, shade the other side
