graph each of these the same way you would graph a regular linear equation

y > 4x -1
y <_ -2x + 3

for the first inequality, (if you can do the math in your head) you get points...
(0,-1)
(2,7)
(4,15)
go ahead and plot these, now remember, when plotting inequalities, when you draw the line through the dots, you need to make sure you have little arrows at the ends of each drawn line showing the shaded area that the inequality lies, for this one, the little arrows will be pointing towards the left side of the graph.
lets plot the next inequality... (if you can do the math in your head) you get...
(-2,7)
(2,-1)
(0, 3)
plot our 3 points out (on the same graph as the first one) you will notice the lines cross each other forming a bit of an X shaped pattern, since for this equation y is less than or equal to, that means the arows for this will be pointing downwards (or to the left) of the drawn line as well, go ahead and fill in the area that both lines are pointing to, in this case the left part of the "X".
