-3/5=-.6 so if this is an x value you go 6/10 of the way to the left of the (0,0) intersect of the x & y lines.

if these values are the (x,y) points then (-3,5) represent a point 3 places to the left (-) on the x axis & 5 places up (+) on the y axis.
