Well, first, the "equation" you have posted is really an "inequality".
If this was just a typo then we'll proceed from there.
You probably meant to write:
instead of
This equation of a line is written in what is called the "slope-intercept" form in which m is the slope and b is the y-intercept.
Compare this with your equation:

You can see that the slope, m, is 3 and the y-intercept is -4
Just by way of explanation, the inequality that you wrote (inadvertently perhaps?) really defines an area rather than a line and the slope of an area is not meaningful, although the slope of the boundary of the area would be meaningful.
