You sure can.
Given
(1) y = (4/5)*x - 6
Subtract y from each side of the equation to get
(2) y - y = (4/5)*x - 6 - y, or
(3) 0 = (4/5)*x -y -6
Now flip (3) around to obtain
(4) 4/5x-y-6=0
Compare to ax+by+c and you obtain
a = 4/5
b = -1
c = -6
