How can I figure out which is more economical when a vehicle gets 13mpg with fuel costing $4.10 per gallon vs 17mpg with fuel costing $4.18 per gallon?

Find how many cents per mile you takes.
$4.10 for 13 miles --> 31.54 cents/mile
$4.18 for 17 miles --> 24.59 cents/mile
================
It's a small difference in gas prices, ~2%, but a big difference in mpg, ~ 31%
