Pick a value for x, create an ordered pair where the x coordinate is the value you just chose and the y coordinate is -4. Plot the point.

Repeat with a different value for x.

Draw a line through your two points.

The graph of y=-4 is a straight line parallel to X axis and passing through y axis where y=-4.
