The phrase "y is function of x" means that the value of y depends upon the value of x. so y can be written in terms of x
for example, y= 3x+1
Now here you have to rewrite the function, 4x - 10y = 11 as a function of x
For that bring the term contains y on one side and take all other terms in the other side.
Then it comes like this, 10y =4x-11
Again rewrite the expression like this, y =(4x-11)/10 which gives a function of x.
