The "vertex form" is:
y = a(x-h)^2 + k
.
Your equation:
f(x)=-3x^2
is already IN vertex form:
f(x)=-3x^2
is essentially:
f(x)=-3(x-0)^2 }+ 0
So, the vertex is at (h,k) or (0,0)
