Your going to have to use your imagination for the graph, but I'll try to walk you through it.
Put the equation in slope intercept form: y=mx+b, m=slope, (0,b)=y-intercept.
3x-2y>-12
-3x+3x-2y>-3x-12
-2y>-3x-12
When you multiply or divide an inequality by a negative number you flip the inequality sign.

Plot (0,6)
Use the slope to plot a second point.
Our slope From the point (0,6) go up 3 units and right 2 units and plot a point.
Normally, you'd connect the dots with a solid line, however, y does not equal that line, so we connect the two dots with a dashed line.
Now we have to decide what side of the dashed line to shade on. For y<, shade below the line. For y>, shade above the line. In our case we have y<, so shade below the dashed line.
Imagine the graph below with a dashed line instead of a solid line and the area below the line being shaded.
