Divide thru by 4 to get:
3x - 2y < 6

1st: Graph the boundary, which is ALWAYS an equality:
3x-2y = 6
2y = 3x-6
y = (3/2)x-3
---
Graph that as a dashed line because it is the boundary.

2nd: Shade the appropriate side of the boundary.
3x - 2y <6
2y > 3x-6
y > (3/2)x-3
---
Since you want y LESS than the line, shade
the half-plane BELOW the boundary.
