This one's not an equation, no equal sign.

y=3x
This is in slope-intercept form, y = mx + b
The slope, m = 3 and b, the y-int = 0
-----------
y=4
This is in slope-intercept form, y = mx + b, also
y = 0x + 4
m = 0, b = 4
