Hi

Using the standard slope-intercept form for an equation of a line y = mx + b

  where m is the slope and b the y-intercept.  

Line passing thru Pt(8,-1) with slope m= 2/3  

 y = (2/3)x + b

-1 = (1/3)*8 + b

 -11/3 = b

   y = (2/3)x -11/3  OR  2x-3y = 11
