Hi
Using the standard slope-intercept form for an equation of a line y = mx + b
where m is the slope and b the y-intercept.
2x+3y=7 OR y= (-2/3)x + 7/3 m = (-2/3)
-9x+6y=8 OR y= (9/6)x + 8/6 OR y= (3/2)x + 8/6 m =3/2
Lines are perpendcular: (negative reciprocals, that is: (-2/3)*3/2 = -1
