You have to plug in each numbers given in the inequality and check
0- 8 > 2(0) - 3
==> -8 > 0-3
==> -8 > -3, which is not true...so 0 is not a solution
-19 - 8 > 2(-19) - 3
==> -27 > -38 - 3
==> -27 > -41, which is true so, -19 is a solution
-17 - 8 > 2(-17) - 3
==> -25 > -34 - 3
==> -25 > -37, which is true so -17 is a solution
-3-8 > 2(-3) - 3
==> -11 > -6-3
==> -11 > -9, which is wrong so -3 is not a a solution
