pretty straightforward

parallel means the slope is the same , so the x and y coefficients don't change
to find the new constant term (to replace -8) , plug in the x and y values of the point

(-3) = 2(1) + ?

-3 = 2 + ?

-5 = ?

the new equation is ___ y = 2x - 5
