Add 3x to both sides to get:
2y > 3x+6

Divide both sides by 2 to get:
y > 3x+6

Graph the boundary line as a dashed line:
y = 3x+6

Since you want y GREATER than 3x+6,
shade the half-plane ABOVE the boundary line to get:
