y = 2x - 3 is in the form y = mx + b where m = slope
therefore 2 is the slope of the line and any line parallel
to it must have the same slope.
The point-slope formual is
here (x(1), y(1) = (-2,4)

multiply both sides by

The slope is 2 as it should be.
test to see if it goes through the point (-2,4).
