y=(1/2)f(x+2)+6
The "shrinking" produced by the (1/2) means y-values
of f(x+2) are each multiplied by (1/2).
So each point is moved 1/2 its distance closer to
the x-axis. Higher ones get moved more than lower
ones because each is moved 1/2 its y value.
