$4 dollars max means the student could spend less than 4 or exactly 4 meaning less than or equal to.
so
id then write this in the slope/intercept form to make graphing easier
by looking at the equation you should be able to tell that the line to draw is a solid line and will be shading down the y-axis from intercept of 10
and 5/8=.625
slope is down 5 and to the right 8
so the 2 points of the line are (0,10)(8,5)
im sure you can draw the line and shade downwards with this information
