- 8y = -3x + 17
y = (3/8)x - 17/8

64x + 12y = 14
12y = -64x + 14
y = -(64/12)x + 14/12
y = -(16/3)x + 14/12

Both equations have different gradients, so not parallel.
(3/8)*(-16/3) is not equal to -1 so lines are not perpendicular either.
