1st: Graph the boundary of the inequality:
3y = -2x+6
y = (-2/3)x + 2
----
That is the graph of the EQUALITY.

2nd: Pick a test point that is not on the boundary.
Pick (0,0)
Test it in the INEQUALITY:
2*0 + 3*0 < 6
0 < 6
That is true.
So the graph of the INEQUALITY is the half-plane
containing (0,0).
