Convert your inequality to an equation and put it in slope-intercept form,

The line cuts the plane into two regions.
Pick a point in either region (not on the line).
Test the inequality with that point.
If the point satisfies the inequality, the region containing that point is the solution region, shade it.
If the point doesn't satisfy the inequality, it's not in the solution region, shade the other region.
