You have to graph the boundary of the inequality.
The boundary is y = (-2/5)x + 1

You need two points:
(0,1) and (5,-1)
Plot those and draw a dashed line thru them.
That is the boundary and it is not part of the solution set.

The solution is on one side or the other of the boundary.

Test (0,0) in the inequality.
You get 0 > (-2/5)*0 +1
0 > 1
---
That is false. That means the solutions are not on the
side of the boundary that contains (0,0).
It is on the other side.
