y=-3 is a horizontal line at the tick mark -3 on the y axis. When y=-3, this means that 'x' can be ANY number. So you have the points (0,-3), (5,-3), (1,-3), (-2,-3), etc which form the horizontal line.
On the flip side, x=0 is a vertical line that overlaps the y axis because EVERY point will have the x coordinate as 0. So points like (0,0), (0,10), (0,-2), etc all fall on this vertical line.

You need two points to graph a line.
Graph y = -3
Use the points (0,-3) and (2,-3)
Plot the points and draw a line thru them.
You should have a horizontal line passing thru
all points where y = -3
-------------------------------
Graph x = 0
Use the points (0,0) and (0,3)
Plot the points and draw a line thru them.
You should have a vertical line passing
thru all points where x = 0.
