1/2x - 4y < 4
Add 4y to both sides, and subtract 4 from both sides:
1/2x -4 < 4y
Divide both sides by 4:
1/8x -1 < y

If you wanted to graph this, you'd draw a dotted line along the line represented by 1/8x - 1 = y, and then shade everything above it.
