The easiest way to plot these is to start by thinking about
If you plot that it is a horizontal line that runs thru (0, -4)
The given equation says
So that measn the line y = -4 is NOT in the plot, but every y 'above' (greater than) that line IS in the plot.
To represent that, when you draw in the line draw it using a dashed line. That means the points on the line are not in the plot. If they were in the plot (for instance then draw the line as a solid line,
Now shade in everything above the line.
