There are plenty of ways to plot the graph, depending of what level of math you're at. If they're asking you to plot points to plot it though, usually the easiest way is to pick values for x, and find out what y is and make a table. First, solve for y:
subtract x from both sides:
Divide both sides by -2:

Now pick 5 x values, evaluate the right side, and plug in the y values. Eg.
x --> y
-6 --> 0 Plot (-6, 0)
-2 --> 2 Plot (-2, 2)
0 --> 3 Plot (0, 3)
1 --> 3.5 Plot (1, 3.5)
2 --> 4 Plot (2,4)
Then plot the points, and draw a line through them. It should look like:
