In this case, y=2/3x+1 is already written in that format, and you know that m = the slope = 2/3 for this line. Your parallel line must also have the same slope, 2/3. Now that you have the slope (m=2/3) and the y-intercept (b=-3) you can use that to create your line in slope intercept form.
