let x=0 & solve for y
y=2 or (0,2)
let y=0 & solve for x
0=-x/3+2
x/3=2
x=382
x=6 or (6,0)

What you wrote is not an equation, but I'm going to presume you meant to say y=-(1/3)x+2
To graph :
1. Draw a table with two columns.
2. Label first column "x", the second "y".
3. Each row will represent a point in the cartesian plane.
4. Assign a value to "x" and solve for "y".
5. Do it again with a different "x" value.
6. Two point are sufficient to graph a line.
7. PLot both points and draw a line connecting both points and you got your graph!
