First of all you need to multiply the first equation by 2 so you will be able to eliminate a variable;
(2)4x-y=-3
8x-2y=-6
5x+2y=-20
----------
13x =-26
x=-2
Now plug into the equation x=-2;
4(-2)-y=-3
-8-y=-3
-y=-3+8
-y=5
y=-5
