it is easiest to calculate x=0 and y=0
if x=0 then y=-3
if y=0 then we have 0=4/3x-3
add 3 to both sides
3=4/3x
multiply both sides by 3
9=4x
x=9/4=2 1/4
3y=4x-9
if x=3 then 3y=12-9
3y=3
y=1
plot the two points with just whole numbers for a more precise graph.
