parallel lines have the same slope, put both equation in the slope/intercept and see if this is the case
:
2x + 3y = 10
3y = -2x + 10
y = x +

Slope is -2/3
:
3x - 2y = 8
-2y = -3x + 8
y has to be positive, multiply by -1
2y = 3x - 8
y = x - 4

Slope is 3/2, therefore, No
