Let w = no. of wins

2w + t = 60

w = t + 9
:
Replace w with (t+9) in the 1st equation
2(t+9) + t = 60
2t + 18 + t = 60
3t = 60 - 18
3t = 42

t = 14 ties
then
w = t + 9
w = 14 + 9
w = 23 wins
