im not quite sure how to do it, can you give me an example of how you would solve a problem this or the formula to solve it please

y=3-2x
y=-2x+3 this line has a slope=-2. (red line)
A perpendicular lne will habe a slope=1/2.
Y=mX+b
2=1/2*4+b
2=2+b
b=2-2
b=0
y=x/2 is this perpendicular line. (green line)
