You could think of it this way!
For every point on the line, the x-coordinate will be 4 and the y-coordinate can be any number you please.
Since the y-coordinate doesn't matter, all of the plotted points will lie on a vertical line.

In a 2-dimentional system x = 4 and the y-values
are unrestricted.
So plot the two points: (4,1) and (4,5)
Then draw a line thru them. It will be a vertical line.
