Since it's horizontal (parallel to the x-axis), y does not change.
That makes it y = 4.

y-y1 = m*(x-x1) where (x1,y1) is the given point.
y-8 = -1*(x+2)
y-8 = -x-2
x+y = 6

3x+4y = 4
4y = -3x+4
